Business Rates Revaluation 2023 is just around the corner and a lot is changing. All Rateable Values will be updated on 1 April 2023 based on rental levels at 1 April 2022. The one-year valuation date is a first and not only is this a shorter timeframe in which to undertake the valuation exercise it comes at a time of market instability with a lower level of transactional activity generally. Property Consultants FG Burnett have just completed their 6 monthly review of occupancy levels on Aberdeen’s Union Street.  This examination records the number of units actually occupied and trading and also looks at any trends in terms of unit use. Assessors across Scotland have now started to issue Assessor Information Notices requesting rental and other information for non-domestic properties. The forms are a revamp of historic rental information forms long issued by Assessors and follow changes in legislation regarding the powers of Assessors to obtain information. The civil penalties (fines) are the new bit and should be taken seriously – these powers were conveyed on Assessors and enforceable from December last year and the procedure is governed by Regulations in cases of non-compliance. Our 6 monthly Union Street occupancy level survey took place on 11th August – a survey that records the level of actual occupied and trading units every 6 months – this latest review showed that a total of 47 units are vacant, that is up 6 on February 2021. The increase can be broken down to an increase of 2 on the North side (up to 14) and an increase of 4 on the South side (up to 33).
