Extension to Statutory Deadline Announced

The Scottish Government has announced a one year extension to the statutory deadline date for disposing of all 2017 Revaluation appeals to 31st December 2021 instead of 2020. The extension to the end of 2021 also applies to all other appeals with a disposable deadline of 31st March 2021 and this is particularly relevant to material change appeals submitted following coronavirus (tens of thousands across Scotland). This change follows the interruption to the appeal resolution process brought about by the COVID-19 pandemic which saw a suspension of all Valuation Appeal Committee activity. This is welcome news, especially for those very specialist facilities that require further analysis and time in order to audit values appropriately, but it will nevertheless prolong the agony for many ratepayers who see themselves paying disproportionately high rates bills against the backdrop of challenging market conditions compounded further by COVID-19.  The national picture is that resolved Revaluation appeals as at 30 June 2020 comprise 69% of the appealed rateable value in Scotland (compared to 76% at this point in the 2010 cycle) so there remains plenty of value under challenge.
